Certified Fraud Examiners possess the knowledge and experience to assist in the prevention and detection of fraud, resolve allegations of fraud from inception to disposition, gather evidence, take statements, write reports and testify to findings.

Private Investigator
Private Investigators are licensed by the Department of Public Safety Standards and Training (DPSST) to conduct investigations about events and people. We investigate crimes, losses, accidents, damages, and the location, disposition or recovery of lost or stolen property. Private Investigators gather evidence for use before any court, board, officer, referee, arbitrator or investigation committee.

Enrolled Agent
An Enrolled Agent is a person who has earned the privilege of representing taxpayers before the Internal Revenue Service by demonstrating personal and business tax knowledge and experience. Enrolled agent status is the highest credential the IRS awards. Enrolled agents, like attorneys and certified public accountants (CPAs), have unlimited practice rights before the IRS.

Tax Consultant
A Tax Consultant has demonstrated advanced skill and sufficient experience in tax preparation to the Oregon Board of Tax Practitioners (OBTP). The Tax Consultant license is a higher competency license than the Tax Preparer license. Tax Consultants may prepare taxes independently and may supervise Tax Preparers.

Jaydra Perfetti, CFE, PI, EA, LTC

Jaydra Perfetti has a bachelor of science in business management with a second major in accounting from Warner Pacific University in Portland, OR. She graduated in 2012 summa cum laude with a 4.0 after taking classes full-time while also working full-time for the Internal Revenue Service. She earned her Certified Fraud Examiner credential in 2016 and became a licensed private investigator in 2017. Jaydra is also an IRS Enrolled Agent and an Oregon licensed Tax Consultant.
Jaydra discovered her passion for financial investigations and fraud detection as a Tax Compliance Officer for Internal Revenue Service, where she spent over 10 years auditing individuals and businesses and conducting fraud investigations. Among her many important contributions, Jaydra lead an investigative team to establish a case against an office of tax preparers who were preying on vulnerable communities in a scheme to defraud the federal government of over half a million dollars. The civil penalty case Jaydra built against the lead tax preparer went through the appeals process where her team's findings were fully sustained. |
In addition to doing the investigative work, Jaydra enjoys sharing her knowledge and experience through teaching. During her nearly 14 years of federal service, Jaydra regularly taught courses on interviewing, communication, investigative techniques, case documentation, report-writing, tax law, and many agency-specific administrative rules and procedures. Jaydra also taught new-hire trainings, coached new employees, and has served as mentor to many.
Outside of federal service, Jaydra has worked as a consultant for non-profits, conducting internal audits in cases of suspected malfeasance and reviewing internal controls and fraud prevention systems. Jaydra has also helped organizations compile financial records after mismanagement and improper record-keeping. In these cases, Jaydra successfully recreated financial statements, enabling timely and accurate grant and compliance reporting.
Jaydra understands that investigation is as much art as it is science, and as much intuition as it is technique. She employs real-world experience and honed technical skills to help individuals, families, businesses, and non-profits solve financial mysteries, prevent fraud, and reduce financial abuse to make the world a better place.
In her personal time, Jaydra is an avid dancer and a dedicated martial artist. She is a frequent participant in various styles of social partner dancing, including: contra, blues, fusion, swing, and tango. She has also studied Kung Fu for the past 19 years and currently holds the rank of black sash in the style of Mo Duk Pai. Jaydra teaches martial arts self-defense classes to adults and children.

Carlos Martinez

Carlos was our favorite intern in 2018 and is both a stellar accountant for the City of Cornelius and our first addition to the Paper Investigator, Inc tax prep team.
Since graduating with a Bachelors in Accounting from Warner Pacific university 5 year ago, Carlos has worked in the world of government accounting. Currently, he is an Accountant for the City of Cornelius as well as the first member of the Paper Investigator, Inc's tax prep team. Prior to Cornelius, Carlos worked for 2 years with the Department of Corrections for the state of Oregon as an Accounting Technician. That is where he gained a deeper understanding of government accounting as well as an appreciation for the people who work within government. Since graduating with a Bachelors in Accounting from Warner Pacific University, he has continued to immerse himself in accounting while maintaining a good work/life balance. |
